Program Associate of Impact Evaluation at Social Impact, USA

Social Impact is seeking a Program Associate. This position supports Social Impact’s Impact Evaluation division which is primarily responsible for managing a portfolio of IEs for USAID, the Millennium Challenge Corporation (MCC), The US Department of State, The World Bank, or other donor agencies and organizations.  With oversight by project directors and program managers, the Associate will support the IE team in managing small to medium-scale impact evaluations and support technical work on a select number of contracts. The Associate to a Senior Program Manager as their manager. This is a full-time, HQ-based position.

Responsibilities

Service Delivery (80%):

The Associate will be responsible for supporting a portfolio of evaluations, carrying out management and/or technical work as appropriate, with oversight by Project Directors and other senior technical project staff.  The Associate is expected to manage small to medium-scale evaluations/studies and support technical work on a select number of contracts. As such, the Associate will be responsible for delegating to and overseeing the work of junior staff on individual contracts, and coordinating with consultants, subcontractors, and clients. The Associate will manage evaluations through their life cycle from start-up and design phases through multiple rounds of data collection, analysis, reporting, and dissemination. Specific responsibilities may include:

Contract Management:

  • Manage day to day activities of contracts, with oversight from senior project staff
  • Assist in identifying, recruiting, onboarding, and building project teams, with oversight from senior project staff
  • Establish, monitor, and revise work plans and budgets, with oversight from senior project staff
  • Serve as a responsive point of contact for clients, and support contract reporting requirements
  • Work with Finance Department to ensure that financial reporting requirements are met, to monitor project financial status, and ensure compliance with evaluation budgets; provide regular updates to senior project staff
  • Liaise with consultants and subcontractors, review their work, and review client deliverables
  • Work collaboratively with program assistants to complete logistical and administrative tasks, such as mobilization of evaluation team travel

Technical Assistance:

  • Under the guidance of a senior level staff member, assure high quality deliverables and evaluation reports
  • Conduct background research for the development of IE designs and data collection instruments
  • Participate in technical work as needed and appropriate, including evaluation design, data collection and analysis, and client reporting and dissemination
  • Oversee the work of local data collection contractors and conduct regular quality control on quantitative and qualitative datasets, using SI’s standard quality control processes and with oversight from senior project staff
  • Support data cleaning/management and data analysis and reporting as directed by senior project staff
  • As appropriate, the manager will be asked to participate in field work, such as data collection, capacity building, program monitoring, or evaluation design, with evaluation teams. These tasks will be graduated to match level of proficiency and skill.

Business Development/Revenue Generation (10-15%):

The Associate is expected to play a supporting role in marketing, business and proposal development related to new IE opportunities and, as time permits, other evaluation-related new bids. The Associate may be asked to contribute to technical writing, research support, and/or budgeting support, with oversight from the proposal technical lead and business development coordinator(s)

Other Functions (10-15%):

The Associate will participate in SI and IE division team meetings. Additionally, the Associate may participate in internal initiatives as opportunities arise, and as availability allows.

Qualifications:

  • Minimum Master’s degree in international development, economics, public policy, political science, or other related field
  • Training and demonstrated practical experience (1-4 years’) applying quantitative data analysis and report writing, including familiarity with IE designs, such as RCTs, and statistical data analysis methods (training and/or experience in qualitative methodology a plus)
  • Required: strong, demonstrated experience and ability to conduct replicable and transparent data cleaning & analysis using Stata
  • Working knowledge of MS Office suite
  • Experience with electronic data collection programs (e.g. ODK, SurveyCTO or other) strongly preferred
  • Demonstrated ability to oversee and manage multiple projects and work-streams simultaneously
  • Proactive, self-starting, and strong attention to detail
  • Demonstrated ability to exercise good judgment and communicate effectively orally and in writing
  • Ability to work effectively in a fast-paced, small business environment
  • Technical expertise in one or more sectors preferred, but not required
  • Proficiency in a foreign language such as Spanish or French preferred, but not required
  • Experience successfully managing government contracts (with USAID, MCC, State and other development agencies) a plus
  • Willingness to travel on assignment between 10-25% of time depending on the needs of the portfolio
